What I think is missing is discussion of greatly improving the opportunities for a parolee to establish a new life. We need many more half-way houses, subsidized employment positions, and education/training programs--based on proven "best practices"--for released prisoners. Reducing the recidivism will reduce our excessive prison costs humanely! The proposal is fine as far as it goes.
