		<description>The proposal is fine as far as it goes. What I think is missing is discussion of greatly improving the opportunities for a parolee to establish a new life. We need many more half-way houses, subsidized employment positions, and education/training programs--based on proven &quot;best practices&quot;--for released prisoners. Reducing the recidivism will reduce our excessive prison costs humanely!</description>

The suggestion of the judge makes a lot of sense to me. Perhaps there are problems with it but I can not see any and wish it would be more thourghly explored.
