The nonpartisan Center for Michigan has identified about $1.5 billion in savings. But much of that relies on slashing prison costs, and we've seen the hysteria that's ensued with the governor's very limited cuts to date. Senate Republicans are aggressively looking at a host of government efficiencies, but many of these won't pay out in the short-term.
