Reform: The Art of the Possible

Bay County Executive and MDM Founding Champion Tom Hickner sends along this sligthly aged report -- "Making Joint Public Services Work in the 21st Century" -- as an inspiring example of what can happen when local public sector leaders step over traditional boundaries. The report is filled with stories of successful efforts that saved big bucks for taxpayers, like Plymouth's merger of city-township fire departments and South Lyon's shared city-schools administration building.

Reform can, and does, happen.
