Great Lakes, Great Economy? Higher property values and more tourism would be the $50-billion result if the federal government pumped $26 billion into fully cleaning up the Great Lakes. Those are the conclusions of a new Brookings Institution Report bolstering the idea of Michigan at the center of America's "North Coast."
