		<description>This is one example of where we can invest in ourselves.  If we expect businesses to come to this state and invest, we must first invest in ourselves.  This is one of the main failures of our recent state budget issues.  The legislature has not looked at programs that will pay off for us in the future, only being concerned about today&#039;s cost.  That type of thought is killing us and it has to stop.</description>

		<description>For a long time, the single most accurate predictor of whether or not a young child would eventually wind up spending time behind bars was whether or not that child could read at a 4th grade level when entering the 4th grade.  This is, or should be, a no brainer.  Early childhood educational investment is part of corrections reform.</description>
